RZHAL uplink down due to unexpected interference with development cluster

Machines in RZHAL were temporarily unreachable because both redundant routers hat shut down.
This was caused by unintended cross-checks in the router config that tied it to the availablity of non-production networks. In particular, we are currently working on our development network and cluster, which should not have had any effects on the WHQ location machines. These network changes though caused the unintended effect on WHQ routers.

We have restored connectivity and will clean up the faulty configuration on routers.
